Public Address Equipment for Anti-Terror Alert Systems at Protected Facilities
Anti-terrorism security regulations require facilities to be equipped with systems that alert people to the threat of a terrorist act and instruct them on what to do. For places of mass gathering, such systems are mandated by Постановление Правительства РФ № 272 (Russian Government resolution on anti-terrorism protection of crowded places); for educational institutions — by Постановление № 1006, for cultural facilities — № 176, and for industrial facilities — № 258 (companion Russian Government resolutions for those facility types). The exact set of measures depends on the facility's security category and is recorded in its security passport.
The regulations place clear engineering demands on the alert system: deliver information to people quickly and intelligibly without causing panic, operate autonomously, and remain functional during a mains power outage. Such a system is built from components: amplifiers, loudspeakers, microphone paging consoles, and devices for emergency message triggering.
Two Scenarios: "Shelter in Place" and "Evacuate"
The key difference between anti-terror and fire alerting is that the command depends on the nature of the threat. If the threat is outside, people are led out of the building — an evacuation message is played. If the threat is inside, people are instead sheltered indoors — a "shelter in place" command is announced. That is why different messages are pre-recorded in the system, and the duty officer launches the right one at the push of a single button — across the entire facility or in selected zones only.
What Equipment Is Used
PA and matrix amplifiers. VPA MK-series mixer amplifiers — from 50 W and 2 zones up to 2,000 W and 8 paging zones. VPA-MRX matrix amplifiers — six independent zones at 120 or 240 W each, six dry-contact emergency inputs and an emergency output for interfacing with the facility's other systems; cascading amplifiers allows systems of up to 36 zones.
Microphone paging consoles. The VPA-MRX 636 remote console is installed at the security desk or duty officer's post and operates up to 1 km away over CAT6 cable. Paging modes: a single zone, a group of zones, or all zones at once.
Trigger players — emergency message launch. The VPA-ANT stores pre-recorded messages and plays them on contact closure: seven alarm inputs, eight operating modes, and versions for both positive- and negative-logic external systems. A panic button at the duty post — and "shelter in place" or "evacuate" sounds across the zones with no operator involvement and no panic on air. DC 12–40 V power simplifies backup from a low-voltage source.
Loudspeakers for every zone of the facility. Ceiling and wall-mount loudspeakers — for offices, classrooms and corridors; column loudspeakers — for lobbies and halls; all-weather horn loudspeakers — for grounds, perimeters and parking areas.
Timers and scheduled announcements. The VPA-Timer programmable 6-zone controller-player runs schedules — school bells and routine announcements operate in the same system as emergency alerting.
Autonomy and power. The uninterrupted-power requirement is met with a UPS built into the system — its capacity is sized in the design for the required standby and alarm operating times. The low-voltage supply of the VPA-ANT trigger players keeps the emergency-launch node on a backed-up DC bus.
